Mark Clapp, M.D. Chief Executive Officer
Mark Clapp, M.D., is the Founder and Chief Executive Officer of Phoenix Rural Health, LLC—a company committed to saving lives, preserving rural hospitals, and protecting the rural way of life.
Dr. Clapp holds a Bachelor of Science in Chemical Engineering from Vanderbilt University and earned his Doctor of Medicine from the University of Tennessee. With over 36 years of experience in the medical field, his background includes obstetrics, family medicine, wound care, hospitalist services, and emergency medicine. He currently serves part-time as an emergency room physician.
In 2000, Dr. Clapp became a managing partner of the Ambulatory Center of Wartburg. Alongside his medical partners, he revitalized the closed facility—previously shuttered by a tertiary system—into a successful diagnostic center featuring MRI, CT, a surgery suite, and a team of seven primary care providers. The center remains active and thriving today.
In 2006, Dr. Clapp co-founded Restoration Healthcare with his brother. The company acquired three struggling hospitals and implemented a pioneering joint ownership model with physicians to keep them operational. Though changes in federal regulations regarding physician ownership led to their eventual exit, all three hospitals were stable and viable at the time of their departure.
Dr. Clapp and his wife have lived in Jamestown, Tennessee for the past 32 years. They are proud parents of three children and grandparents to seven grandchildren.
Julia Ewald General Manager
Julia Ewald serves as the Managing Partner/General Manager for Phoenix Bio-Medical Equipment Services, where she oversees the company’s day-to-day operations, administrative management, and customer service coordination. She plays a key role in maintaining efficient workflows, managing internal processes, and ensuring clients receive responsive, reliable support for their biomedical equipment service needs.
Julia works closely with clients to address service requests, coordinate scheduling, and maintain clear communication to ensure the highest standard of service. Her strong organizational and administrative leadership supports the continued growth and reliability of Phoenix Bio-Medical Equipment Services.
Julia lives in rural Fentress County with her husband and their four sons.
Randy Smedley Chief Medical Technology Officer
Randy Smedley is a distinguished biomedical engineering executive with over 40 years of experience in healthcare technology management and clinical engineering. He currently serves as Chief Medical Technology Officer for Phoenix Bio-Medical Equipment Services LLC, where he directs the company’s technical strategy and service innovation, helping healthcare providers, especially in rural and underserved areas—access high-quality medical equipment support and solutions.
Over the course of his four-decade career, Randy has built and led biomedical engineering programs at every level. He previously served as President of SmedleyUSA and Clinical Engineering Consultants, delivering integrated services in medical equipment sales, support, and engineering. At St. Elizabeth Healthcare, he established and expanded a clinical engineering department that supported a 780-bed, seven-location system with over $69 million in equipment assets.
Randy holds a Bachelor of Science in Biomedical Engineering from Purdue University and a Master’s degree in Hospital Administration from the University of Cincinnati. He has also earned numerous certifications in medical technology, software development, and managerial coaching. Known for his hands-on expertise and visionary leadership, Randy continues to drive innovation and operational excellence in clinical technology services across the healthcare industry.
Jim Kennedy Chief Operating Officer
Jim Kennedy brings a wealth of experience in healthcare operations, military leadership, and entrepreneurship to his role as Chief Operating Officer of Phoenix Rural Health, LLC.
A native of rural Overton County, Tennessee, Jim began his career in the late 1970s as a Medical Technologist working in rural hospitals across the region. He earned his Bachelor of Science in Healthcare Administration from Cumberland University and joined Rural Hospitals of America in the mid-1980s, where he played a key role as an operations specialist. In that position, he supported the acquisition and operational integration of rural hospitals and clinics throughout the southeastern United States.
In the late 1980s, Jim returned to active duty in the United States Army. Over the course of his distinguished 32-year military career—serving in both the active and reserve forces—he held command at the battalion and brigade levels and served in high-level operational roles at the Corps, Army, and Department of the Army levels. He deployed in support of combat operations in Iraq and briefly in Bosnia, retiring in 2008 with the rank of Colonel.
Following his military service, Jim launched and successfully exited several businesses, including a government contracting firm, a service-based company, and a manufacturing enterprise. He attended the U.S. Army War College and holds advanced degrees from Averett University (MBA, Finance) and the United States Naval War College (M.A., National Security and Strategic Studies).
Jim and his wife make their home in Cookeville, Tennessee. They have one grown son and remain active in their community.
Charlie W. Fang, M.D. Medical Director
Dr. Charlie W. Fang serves as the Medical Director of Phoenix Bio-Medical Equipment Services, LLC, bringing over two decades of clinical experience and a deep commitment to rural healthcare.
Originally from Taiwan, Dr. Fang came to the United States in 1984 to pursue higher education. Before entering medicine, he worked as a Programming Analyst and Technical Support Manager—experience that provided him with a strong foundation in technology and systems thinking. He earned his medical degree from the University of North Carolina School of Medicine in 1998 and is board-certified in Family Medicine.
For more than 20 years, Dr. Fang has specialized in Emergency Medicine, serving patients in rural hospitals throughout Tennessee and neighboring states. He holds active medical licenses in Tennessee, Kentucky, Georgia, and Virginia. A strong advocate for rural health access, Dr. Fang was a key member of the clinical staff at Jamestown Regional Medical Center and remains committed to supporting sustainable healthcare delivery in underserved areas.
He and his wife reside in the scenic city of Knoxville, Tennessee. They are proud parents of two sons—one currently pursuing a Ph.D. in Physics, and the other holding a Doctorate of Osteopathic Medicine currently serving his residency in psychiatric medicine.
